NATIONAL AGREEMENT

1. Par. (4l)(a), Page 8. BE IT RESOLVED that insurance payment and Union dues deductions be taken on a weekly basis.

2. Par. (10), Page 14. BE IT RESOLVED that insofar as practicable, each district on each shift shall contain no more than 150 employees.

3. Par. (21)2., Page 19. BE IT RESOLVED that language be changed to read "when one (1) or more of the people . . .".

4. Par. (23), Page 21. BE IT RESOLVED that the Local Union Alternate Benefit Representatives be added to Paragraph (23).

5. Par. 57, Page (42). BE IT RESOLVED that language be amended to read "All employees placed in permanent jobs at other GM facilities under the provisions of the "Memorandum of Understanding Employee Placement" will carry full seniority and have their corporate seniority date established as their plant seniority date. This shall include all employees transferred under prior agreements."

6. Par. (69)(b)3., Page 55. BE IT RESOLVED that this language be removed from the contract.

7. Par. (71), Page 55. BE IT RESOLVED that language be changed to read "Extra work in periods of part-time operation, and overtime, must be equalized . . ."

8. Par. (78), Page 60. BE IT RESOLVED that two full-time Document 46 Representatives be appointed, one on each shift, to Time Study jobs to monitor and verify Management’s time studies.
9. Par. (85), Page 66. BE IT RESOLVED that overtime wages be increased from time and one-half to time and three-quarters.

10. Par. (86), Page 66. BE IT RESOLVED that double time be paid for all time worked on Sunday.

11. Par. (89), Page 69. BE IT RESOLVED that second shift premium be increased to 10%, and third shift premium be increased to 15%.

12. Par. (98), Page 76. BE IT RESOLVED the time to reach maximum base rate be reduced from 156 weeks to 52 weeks.
13. Par. (103), Page 87. BE IT RESOLVED that language be changed to read "A leave of absence will be granted for personal reasons for a period not to exceed sixty days, . . ."

14. Par. (104), Page 87. BE IT RESOLVED that language be changed to read ". . . Each leave of absence will be granted to employees for not more than one hundred twenty (120 days. A formal leave of absence may be granted . . ."

15. Par. (112), Page 93-94. WHEREAS, during the Korean and Vietnam Wars, a large portion of young men were not able to secure decent employment due to their draft status or lottery number; and

WHEREAS, several young men and women enlisted or were drafted into the Armed Services of the United States of America prior to gaining employment with General Motors, and served our country proudly; and,

WHEREAS, due to this service to our country, these Americans were unable to start careers and families as non-veterans were able to; and,

WHEREAS, General Motors employees that were employed by General Motors when they chose or were chosen to serve in the Armed Services of the United States of America receive credit towards retirement; and,

WHEREAS, seniority employees whose spouse is enlisted or being drafted into military service can apply for a leave of absence for the time their spouse is in the Armed Services and, if granted, gain seniority while on leave.

BE IT RESOLVED that all General Motors employees with ten (10) or mor years of credited service with General Motors and being honorably discharged from any branch of the Armed Services of the United States of America receive full credit, for retirement purposes only, for time spent in active duty while in service to our country.

BE IT FURTHER RESOLVED that this time be granted regardless of whether this service time was served before or after gaining seniority with General Motors, and said credited service shall not exceed four (4) years maximum.

16. Par. (113), Page 94. BE IT RESOLVED that language be changed to read "Two continuous leaves of absence for such education will be granted . . ."

17. Par. (153), Page 119. BE IT RESOLVED that the following sentence be added: "GM will give affirmative action to Vietnam era veterans for openings in the apprenticeship program."

18. Par. (191), Page 138. BE IT RESOLVED that the Hours of Vacation Entitlement be increased to 240 hours for an eligible employee with seniority of twenty or more years.

19. Par. (202b) & (202h), Page 143. BE IT RESOLVED that the period for filing for vacation time off be during December of each year for time off the following year.

20. Par. (202j), Page 146. BE IT RESOLVED that Plant Vacation Shutdown week not be charged to employee vacation entitlement.

21. Par. (203), Page 147. BE IT RESOLVED Presidents Day be added as a paid holiday.

22. Par. (203), Page 147. BE IT RESOLVED that the Wednesday prior to Thanksgiving be added as a paid holiday.

23. Par. (214), Page 155). BE IT RESOLVED that smoking be banned inside GM facilities.

24. Par. (218a), Page 156. BE IT RESOLVED that 15 days be changed to 45 days, and 30 days be changed to 60 days.

25. Par. (218a), Page 156. BE IT RESOLVED that if a GM employee is called to active duty of more than 45 days and the active duty is in the defense of our country, such as Desert Storm or Enduring Freedom, said employee will be compensated in pay the same as if the employee is participating in annual training.

BE IT FURTHER RESOLVED that this compensation of pay will continue until the EM employee returns to work.

26. Par. (218b), Page 157. BE IT RESOLVED that language be changed to read ". . . the employee, on request, will be excused for any of the first five (5) normally scheduled working days (excluding Saturdays, Sundays and holidays) immediately following the date of death . . . "

27. Appendix A.I.A., Page 169. BE IT RESOLVED that "or larger as may be agreed upon by the National Parties" be deleted from this section.

28. Appendix A.I.F., Page 170. BE IT RESOLVED that this section be deleted from the Agreement.

29. Appendix K.I., Page 212. BE IT RESOLVED that language be changed to read "An employee replaced by a protected employee will receive their regular straight time hourly rate of pay and will be returned to the same classification. BE IT RESOLVED that all brothers and sisters who have lost credited service due to layoff, plant closing, and/or idled plant during any calendar year after December 31, 1967, and before January 1, 1974; and for periods of time after December 31, 1976, and before January 1, 1979; and December 31, 1985, and before January 1, 2003, have time reinstated.

BE IT RESOLVED that Article III, Section 1(B)1, Paragraph 2 of the 1999 Pension Agreement be changed to read: "Any employee who is recalled from permanent layoff and returns to work shall become eligible for the 1530 hours of credit hereunder applicable during a sick leave or layoff, upon the receipt of pay from the Corporation for at least 170 hours."

BE IT FURTHER RESOLVED that Article III, Section 1(B)1, Paragraph 4 of the 1999 Pension Agreement be changed to read: "An employee who (I) is at work; (ii) has 10 or more years of seniority at time of layoff; (iii) while on such layoff ha received the maximum of 1530 hours of credit for periods of absence due to layoff or Corporation approved sick leave in accordance with the preceding paragraph of this Section 1(B)(1); and (iv) continues thereafter to be absent due to such layoff shall be credited with 40 hours for each complete calendar week of absence due to such layoff up to a maximum of 1700 hours of credit.

66. Exhibit A, Pension, New. BE IT RESOLVED that COLA on retirement for past, current and future retirees be the number one priority in the 2003 National Agreement so that these serious inequities will be eliminated.

67. Exhibit A, Pension, Page 39. BE IT RESOLVED that individuals who have served full-time regular duty in the Armed Forces of the United States will receive credited service for the first enlistment and re-enlistment up to eight (8) years, to include veterans of World War II and after.
68. Exhibit A, Pension, New. BE IT RESOLVED that the Corporation offer a monetary inducement to retire for any employee over the age of 62.

These services should be provided once each calendar year.

BE IT RESOLVED that ambulance service coverage be expanded to include all types of service, whether by boat, car or air, if medically necessary, from the pickup point to the hospital or necessary center (freestanding or doctor’s office) to one facility or the other, and return trip also be covered under all insurance plans.
130. Exhibit D, SUB, Page 12. BE IT RESOLVED that in the 2003 UAW/GM SUB Agreement, employees who properly file for and are disqualified from State Unemployment for said week be entitled to SUBenefits for said week.

131. Exhibit D, SUB, Page 12. BE IT RESOLVED that the SUB Fund be made whole and with enough reserve to keep benefits at a level of no less than 100% of normal 40 hour gross week.

164. Statement of Intent, Supplemental Agreements A, B, C, D and E. BE IT RESOLVED that all National Centers provide Union Benefit Representatives with direct and private lines to said Centers.

165 Statement of Intent, Supplemental Agreements A, B, C, D and E. BE IT RESOLVED that when there are fifty (50) or more, or five (5) percent, whichever is less, of the people on his/her shift and area working, the Benefit Representative be allowed to function during such hours and be paid their regular rate of pay.

BE IT RESOLVED that due to the number of management benefit administrative employees having their work outsourced to a 1/800 number, thus increasing the workload of the UAW Benefit Representatives, the number of appointed Benefit Representatives be increased to one representative per 500 employees, and one alternate for every two representatives.

167.Statement of Intent, Supplemental Agreements A, B, C, D and E. BE IT RESOLVED that in facilities running three shifts there should be a full-time Benefit Representative on third shift to assure that all shifts maintain the same representation.

168. Statement of Intent, Supplemental Agreements A, B, C, D and E, Number of Local Union Benefit Representatives. BE IT RESOLVED that the retiree head count, including surviving spouses, be included in the plant population when calculating the numbers for benefit representation.

Job security will be provided for an eligible employee in the event of:

1. a Paragraph (96) transfer of work, or

174. BE IT RESOLVED that the resolutions adopted at this meeting be forwarded to the General Motors Department and UAW National GM Subcouncil 2A for consideration in the 2003 UAW/GM National Agreement negotiations.
